"This is a unique object, we have never built anything like that before." Interview with the general contractor's representative
Andrey Poletaev, the Deputy CEO of the company HAKA Moscow, the general contractor for the construction of the design and engineering technology department, was invited to the "SovElMash" studio. He was asked questions that the project's investors are interested in most of all.
The general contractor's representative told about his company and what duties it would perform, provided details about the construction schedule and the project.
HAKA Moscow is a Russian legal entity with foreign capital participation. The company has been on the Russian market for more than 30 years and has constructed hundreds of industrial and increased complexity buildings. Among HAKA Moscow's customers, there have been such well-known Russian companies as PJSC LUKOIL, Yandex LLC, as well as British Petroleum and United Technologies.
The general contractor is responsible for the turnkey project construction: development of documentation, site preparation, building the foundation, connecting the utilities, interior and exterior finishing, installation of engineering systems. The metal frame, walls, and ceilings will be manufactured and installed by the subcontractor, the company "Astron".
Currently, the initial stage of the construction process is underway: developing design documentation. As Andrey Poletaev explained, there are three types of construction documentation:
- project documentation that describes the concept and technical solutions of the project,
- design documentation that clarifies and specifies all the technical solutions stated in the previous document,
- as-built documentation that complies with the constructed project and is used during its operation.
Currently, the construction camp is being built at the "SovElMash" site in "Technopolis "Moscow", the temporary utilities are being connected. When the construction permit is received, forest clearing and preparing the site for construction will start. The general contractor expects that erection of the foundation and metal frame of the building will begin in 2020. Next year, the building frame will be completely assembled, all the windows, doors, ceilings, finishing, engineering systems will be completed, and installation of the process equipment will begin.
During the entire construction period, the quality of work and its compliance with the project documentation will be checked by four parties. Andrey Poletaev explained that supervision would be carried out by:
- the state inspection agency,
- the general contractor,
- the project owner, namely "Technopolis "Moscow",
- the project developer.
This four-side supervision will enable building a high-quality project, in strict accordance with the plan.
After the project is completed, it will be finally checked by the state building control agency. Then one can apply for the project commissioning permit. When the permit is obtained (presumably in the first half of 2022), the innovative center will start operating. At the same time, as the general contractor's representative noted, the project leaves room for developing the center, adding new workflow areas and equipment.
In the interview, Andrey Poletaev noted that "SovElMash" design and engineering technology department is a valuable and unique object. Despite the fact that HAKA Moscow has extensive experience in completing construction projects for both Russian and foreign customers, it has not yet constructed such innovative buildings.
