Commissioning timeline for the Sovelmash DETB: answering investors' questions

Recently, questions have arisen in our community regarding the new timeframe for obtaining the permit to commission the enterprise. Under the new regulation, the timeframe has been extended from 120 to 180 days, which has caused concern for some of you. We appreciate your attention to the project and would like to provide detailed clarifications.
What has actually changed?
The new 180-day regulation is a statutory norm that applies to all enterprises engaged in construction in Russia, not only Sovelmash. It is a maximum timeframe set “with a buffer” for complex cases. In practice, the inspection can be completed faster. Sovelmash has already submitted all required documents, promptly addressed the comments, and resubmitted them for review.
Why do we remain optimistic?
The extended inspection period actually works in Sovelmash’s favor: more time to obtain the permit and a lower likelihood of penalties if the inspections take longer.
You have already seen that the Sovelmash team successfully delivers on every task set. There is a clear plan and the necessary experience to do so. Dmitry Duyunov noted: “We carry complex processes that involve working with the administrative apparatus and with officials through to the required result.”
Most importantly, no time is being wasted while we await approvals! The company is actively preparing to launch production so that commercial operations can begin immediately after the permit is obtained. Under the agreement with Technopolis Moscow, Sovelmash must demonstrate economic activity and sell its products in order to secure the opportunity to purchase the land plot on preferential terms.
