How has the "Sovelmash" engineering center been built?

The "Sovelmash" D&E construction is on the home stretch. 4 years ago, there was an empty plot in its place, and the company was working on obtaining construction permits.
Now this place houses an enterprise that is unique for Russia: electric motors that are superior to all their world counterparts will be developed here and only here!
